The incident took place outside the M. Chinnaswamy Stadium in Bengaluru, where thousands had gathered to commemorate the long-awaited victory. Amid the overwhelming turnout, chaos ensued, leading to a deadly stampede that claimed the lives of 11 people and left at least 56 others injured.

Authorities have since launched an investigation into the circumstances surrounding the crush, as questions are being raised over crowd management and safety protocols during the high-profile event. What was supposed to be a landmark celebration for RCB has now cast a shadow over the franchise’s historic triumph.

The M. Chinnaswamy Stadium in Bengaluru has been deemed ill-equipped to safely host large-scale public events, according to the findings of the Justice John Michael D’Cunha Commission. The commission was appointed by the Karnataka government to investigate the tragic June 4 stampede that occurred during RCB’s IPL victory celebrations.

The stampede claimed 11 lives and left more than 50 injured, sparking widespread concern over event planning and public safety measures. The commission’s report points to serious lapses in crowd management, infrastructure limitations, and inadequate emergency preparedness at the venue.

In its report, the commission concluded that the stadium’s layout and construction are fundamentally inappropriate and hazardous for large-scale gatherings. It also cautioned that hosting events with large crowds at the venue would continue to pose serious threats to public safety, traffic management, and emergency response capabilities.

Citing “systematic limitations,” the Justice D’Cunha Commission has strongly recommended that large-scale events be shifted to venues “better suited” to manage significant crowds. The report emphasised that any future venues must comply with international safety standards.

In the wake of the report, the Karnataka State Cricket Association (KSCA) has announced that the upcoming Maharaja Trophy, the state’s franchise-based T20 league beginning August 11, will be played behind closed doors, prioritising safety amid heightened scrutiny.

The commission also noted the lack of comprehensive emergency evacuation plans that meet international safety standards, along with inadequate parking and drop-off facilities to accommodate high volumes of attendees.

The findings cast uncertainty over the immediate future of high-attendance events at Bengaluru’s M. Chinnaswamy Stadium, which is slated to host several marquee fixtures in the coming months. These include the opening match, a semi-final, and potentially the final of the Women’s ODI World Cup, scheduled between September and November 2025.

With the commission’s report on the June 4 stampede now public, uncertainty surrounds the immediate future of high-attendance events at Bengaluru’s M. Chinnaswamy Stadium. Among the key fixtures at risk are those scheduled for the upcoming ICC Women’s ODI World Cup, where the venue is set to host three league matches, the second semi-final, and potentially the final, depending on whether Pakistan qualifies.

In addition, the stadium will also host two warm-up matches ahead of the tournament. The report’s findings on safety lapses and infrastructure shortcomings have cast serious doubt over the feasibility of holding such major events at the venue in its current state. With the ICC Women’s ODI World Cup just a month away, the safety concerns highlighted in the commission’s report have cast serious doubt over the M. Chinnaswamy Stadium’s readiness to host major fixtures.

If the issues are not addressed in time, the ICC and BCCI may have to relocate the scheduled matches, which include three league games, the second semi-final, and potentially the final. Will the matches be moved to already confirmed venues for the tournament, or will new locations be brought in to fill the gap? With the clock ticking, tournament organisers face mounting pressure to make swift decisions and ensure the smooth conduct of the World Cup.
