Nilakshika Silva (30), Kavisha Dilhari (21) and Imesha Dulani (17) offered resistance, but Sri Lanka were bowled out for 98.
Matthews starred with three wickets, while Karishma Ramharack chipped in with two in a disciplined bowling display.
West Indies also struggled in the chase, with Matthews (17) and Deandra Dottin (12) unable to convert their starts.
Kavisha Dilhari sparked a fightback with 2/22, while Chamari Athapaththu and Nimasha Madushani picked up a wicket each.
Stafanie Taylor's unbeaten 27 (25) guided West Indies home alongside Jannillea Glasgow (10*), sealing a hard-fought victory.
